To direct the Secretary of Education to establish a program to facilitate the transition to tuition-free community college in certain States, and for other purposes.

Referred to the Committee on Education and Workforce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
